The 17th of July saw the gathering of some high level Japanese and Dutch dignitaries in the field of justice, diplomatic affairs and airport management. Representing Japan were Mr. K. Kato, senior vice minister of justice, his assistant Mr. H. Kurokawa and several colleagues. The Dutch participants included the Secretary General of the Ministry of Justice, Mr. J. Demmink and Mr. G. Versluis, acting head of the IND and project manager of Project Registered Traveller. A presentation was prepared by Mr. V. Pluimers, also project secretary of Project Registered Traveller. Representing Amsterdam Airport Schiphol was Mr. N. Onland, project manager at Schiphol Group. The Royal Military Police was represented by colonel E. Mulder. The meeting was also attended by Mr. Y Ogawa, first secretary of the Japanese embassy of the Netherlands. He was accompanied by his staff and translator. The purpose of the meeting was to discuss cooperation between each nation’s quick boarding program. These quick boarding and check out programs involve a pre-selection of passengers who have already gone through a screening process by security operatives from their respective nations. This is why a coupling of the systems appears a feasible and mutually beneficial proposition.
The meeting started shortly after the arrival of the Japanese delegation who, arriving from Rome, would be experiencing first hand the check out procedures at Schiphol. Upon arrival at Holland Gateway and thrifty exchange of business cards, the delegates were welcomed with a sushi diner and hering snack, symbolizing the Japanese/Dutch cooperation. The smiles on the meeting participants faces indicated a pleasant and confident start to a serious exchange of ideas. Mr. Pluimers, project secretary of the Dutch Project Registered Traveller, gave his presentation of the program, outlining the reasons for the creation of the project and the goals it sets out to achieve. Delegates were informed that the program will have the benefit of speeding up check-in and check-out times, will be conducive to limiting security concerns and will increase the competitive edge of the airports and airlines that participate in these schemes. Further topics outlined in the presentation were the continued efforts of PRT to enmesh its services with those of FLUX, a cooperation between the US Global Entry system and Netherland's own PRIVIUM system. This provided an effective intro to the main purpose of the meeting, which was cooperation with Japan’s Automated Gates system. After some back and forth the hopes of cooperation were shed in a positive light as the intention of cooperating in this field was confirmed by both parties.
Once the meeting had come to an end the group of dignitaries proceeded to the PRIVIUM lounge where a demonstration was given of the FLUX vetting procedure and PRIVIUM’s own automated border crossing system, AGP. This marked the end of the program. Both parties expressed their appreciation of the outcome of the meeting and will take the ideas and suggestions back to their respective organizations. |
